The Portland Surfrider Organizing Committee will be hosting a meeting on August 11th(Monday) at 7:00PM at the Lucky Lab brew pub on SE Hawthorne and 8th (Directions HERE). There is a variety of current issues in which we're involved that need Surfrider's efforts including Oregon's ocean water quality testing program, beach access, Snowrider program, and establishing marine reserves along the Oregon coast. For The Ocean, Paddle for Clean Water with Chris Swain (UPDATED) Thursday, June 19th 11:45am Surfrider Foundation - Oregon Chapter is paddling a portion of the Columbia River with Chris Swain. You can swim, paddle, or canoe. Chris is swimming all 1,243 miles of the Columbia River from the headwaters to the Pacific - a historic first - to raise awareness of the threats facing the river. By swimming with Chris, we will demonstrate the connection between river and ocean water quality. We're not paddling too far, and going with the current (downstream). We're showing the media that there are ocean enthusiasts in the Willamette Valley, and that we're concerned about river and ocean water quality. UPDATED June 19th: Upstream end of Tomahawk Island - Between Boat Ramp 1 & 2 We will be swimming from the upstream end of Tomahawk Island to the Doubletree Inn boat dock just on the east side of the I-5 bridge (around 1 mile). We will have some vehicles to shuttle people back up to the launch point. Those who are borrowing kayaks we hope you can paddle back up to the launch (very manageable in the eddy currents), but we will have some people >available to paddle your boats for you if necessary. Pew Oceans Commission Releases Final Report The Pew Oceans Commission has released its final report of its ambitious 3 year study. As quoted on the Pew Oceans Commission web site, "Overfishing at sea, over-development along the coasts, and increasing pollution from cities and fields are leading to decline of ocean wildlife and the collapse of ocean ecosystems, according to a landmark report released today by scientists, fishermen, conservationists, business leaders, and elected officials. The independent Pew Oceans Commission calls for immediate reform of U.S. ocean laws and policies to restore ocean wildlife, protect ocean ecosystems, and preserve the ecological, economic, and social benefits the oceans provide. The comprehensive report, entitled America's Living Oceans: Charting a Course for Sea Change, is the result of a three-year, nationwide study of the oceans, the first of its kind in more than 30 years." More info at http://www.pewoceans.org/ DHS Water Quality Public Meeting Wednesday, June 25th Lately, Surfrider – Oregon has been telling you how you can help assure that Oregon’s ocean water is cleaner. You’ve sent letters and emails, and have called the Oregon Department of Human Services asking them to test our waters year-round, and to expand the testing result notification sources. You’ve also asked that a water testing program meeting be held in Portland. Your efforts have been rewarded; the DHS is going to host a meeting in Portland! Thank you all for your participation. Our voices have been heard. The Oregon Department of Human Services will host a public meeting regarding their proposed ocean water testing program on Wednesday, June 25th between 6:00 and 8:00 PM at the Portland State Building, 800 NE Oregon St. in Portland. They will be accepting comments. Those people interested in providing comments will receive preparatory materials and information. Surfrider – Oregon has drafted a document with our recommendations to improve the State’s program for all beach users. This document is attached. For the State to incorporate these recommendations, they need to hear from all of us that these are important to us. The more people that attend, the more important our recommendations become. We encourage everybody to attend. You do not need to be a Surfrider member, or receive an invitation to attend. Biology teacher George Tinker patiently explains that his eager Marshfield High School student has already accomplished this task, so Reed scurries off to work on something else. This is complicated stuff, the type of work usually reserved for college students and environmental scientists. But for the students in Tinker's science elective called the Coos Bay Estuary Study Project, it's schoolwork. Since the late 1990s, a group of surfers has been dispatching volunteers to fill baggies with Pacific Ocean water to test for dangerous bacteria such as E. coli. While most of the samples have come out relatively clean, the nonprofit environmental activist Surfrider Foundation has found alarming spikes in bacteria levels, which have raised more questions than answers. Click here for full article text Pacific Northwest Chapter Conference On May 31 & June 1, 2003, the Surfrider Foundation will conduct the 2003 Pacific Northwest Chapter Activists Training and Outreach Conference in Westport, Washington. The conference will take place at the Islander Motel in Westport. The conference is open to everyone, and those people wishing to learn more about Surfrider in the PNW or who want to become more involved are encouraged to attend. National representatives conduct training seminars and discussion forums about how to best appropriately apply Surfrider’s mission to PNW issues. It’s a full day on Saturday, and a half-day on Sunday to allow for travel time back home. This year's conference format will continue to build on the last four years of grassroots training by incorporating new outreach techniques in coordination with the Special Places Campaign and our Blue Water Task Force. The focus of the conference will be chapter capacity building, maintenance and focusing of our organizational outreach thr! ough our programs. The conference will have two main themes, Communications and Programs. Attendees will learn how to work with the media, state agencies and run an effective meeting. David Revell, Oregon Field Coordinator, will give a presentation on cultivating relationships with and working with state agencies to further our chapter's work. Matt McClain, National Communications Director, will discuss methods to better work with the media, selling our issues as stories. Kevin Ranker, Pacific Northwest Regional Manager will present methods for running effective meetings - delivering your message, while keeping an entertaining agenda. The environmental program focus will on the implementation of the Surfrider's Respect the Beach Curriculum (RTB) in your local schools and the continued expansion of our Blue Water Task Force Water Testing Program (BWTF). Karin Moran, Blue Water Task Force Coordinator and David Revell will give a presentation on program implement! ation, maintenance and potential partnerships. One of the most important aspects of the conference is that it provides an opportunity to meet, share and discuss chapters' issues with fellow activists and national staff members. This, in combination with the hands-on training is a very valuable tool in learning how to utilize your volunteer resources. In the past year we have worked to organize new chapters in Alaska, British Columbia, Washington and Oregon and have hired Field Coordinators in Washington and Oregon to assist in your efforts. Surfrider Foundation's presence has increased dramatically in the region and within the environmental movement because of the efforts of your work. This momentum can continue by having you attend this year's conference. You should plan to arrive Friday, May 30, 2003 if possible, as we will be starting early on Saturday morning. Water Quality Testing Action Alert Currently, Oregon is the only coastal state in the country without a state sponsored ocean water quality monitoring program. In 2000, the U.S. Congress passed the BEACH Act (Beaches Environmental Assessment and Coastal Health) mandating that all coastal states adopt nearshore water quality standards and to implement a monitoring program. This was not an unfunded mandate. In 2002, the federal EPA provided Oregon (in particular the Oregon Health Division in collaboration with the Department of Environmental Quality), almost $60,000 to design and implement this ocean water monitoring program. Surfrider Foundation is disappointed that even after the expenditure of these initial funds, there is still no testing program implemented, no standards to indicate thresholds, nor has the public been given sufficient (and legally required) notice to comment or be involved in the program design. In the 2003 calendar year, Oregon will receive an additional $228,000 in federal funds to implement this testing program. Draft plans show that only 24 beaches will be tested (at $9,500 per beach!). At full BEACH Act funding, Oregon will receive a total of $800,000 in federal money to implement the BEACH Act. Currently, Surfrider Foundatin is the only entity testing nearshore water quality in Oregon. In 1999, Surfrider Foundation - Oregon Chapter began testing 6 sites in Newport on a monthly basis. We found high levels of fecal coliform and E. coli bacteria at both Nye Beach and Otter Rock. The pollution found at Otter Rock was actually found in a marine garden as designated under the Territorial Sea Plan. This past year with support from Patagonia, Surfrider Foundation currently tests 17 sites once a month. These current efforts have cost the Oregon Chapter of Surfrider Foundation approximately $5,000 utilizing existing resources, and developing partnerships. You have the right to request this meeting, and the state is obligated to respond to your information request! Ocean water quality is a key indicator of ocean health. Unless we know what is in our ocean's water, we do not know what elements are in the fish we eat, the sand our kids play in, or the water in which we swim. You can change the locations and the frequency of the state tests, and you can change how and where the state posts these test results. Please make your voice heard. This means that anything from manufacturing plans to destination resorts to subdivisions to Wal-Marts could be built far from population centers and existing infrastructure, thus effectively eliminating the urban growth boundary. This bill was passed by the House. This could potentially affect relatively natural areas on our rural coastline as well! Surfrider Foundation Come join us in celebrating our fourth annual Mother Ocean Day Festival. The event will be held on Saturday May 10th from 10am - 4pm. The day will start with a beach clean up at 10am until noon. Then the sand sculpting contest will follow from 12:30-2:30pm, with a suggested donation of $5, and fun prizes donated by local sponsors for the winners. Sand sculptures will be built by teams or families of 3-7 people, and judged in several different criteria: largest, tallest, best traditional castle, best marine animal, best ocean ethic, and best team effort. A clean water paddle will follow at 2:30 until 3:30 to raise awareness for healthy oceans. The day will end with a raffle, and awards given at 3:30. All donations and proceeds will go directly towards our ocean water quality testing program, the Blue Water Task Force. He's no longer just a small town shaper (although his headquarters are still at Cannon Beach). The Op Surfrider Foundation 2nd Annual Northwest Clean Water Classic was a huge success Westport, WA (March 25, 2003) – Surfers from as far away as Brazil came together with the best Northwest surfers for a weekend of cold water surfing and celebration of our oceans, waves and beaches at the 2nd Annual Surfrider Foundation Northwest Clean Water Classic. Presented by Op, this year’s event drew over 60 participants and several hundred spectators. This year’s Op Surfrider Foundation Northwest Clean Water Classic featured a pro/am men's shortboard division, an amateur women's shortboard division and men's and masters and longboard categories. Being that Surfrider Foundation is a grassroots volunteer organization, it was volunteers from the Seattle, Olympic Peninsula, Northwest Straits and Westport Chapters of the Surfrider Foundation that made this event such a success. Brandi Kemp, Co-Chair of the Seattle Chapter commented, “I was so impressed with the time, effort and positive attitudes from the volunteers. It was their dedication that helped make this weekend such a success.” In addition to the chapter volunteers, special guest judges include amiable head judge Huntington Beach legend Sonny Owens and master surfboard shaper and San Juan Islander, Dan Calohan. The weekend was filled with heavy surf and good times. With a swell that peeked Saturday afternoon at over 10', the beach break at Half Moon Bay forced competitors to charge heavy barrels in shallow water to advance out of their heats and into the finals. Hundreds of spectators lined the bluff at Half Moon Bay to witness two days of incredible Northwest surfing, with the occasional sacrificial broken board. Winning the Men’s Longboard division was Adam Guy from Perfect Wave Surf Shop. Orcas Islander, Sam Bullock, won the Master’s Longboard division. Showing that women can charge heavy surf as well as any man, Jenny Stewart, from Tofino, BC won the women's shortboard division. And, for the second year in a row, Raphael Bruhwiler came down from Canada and took the first place Pro/Am trophy and the accompanying $500 USD, and went home. Thanks to OP, all of these and the rest of the participants became members of the Surfrider Foundation. Saturday night, everyone gathered at the Islander, where Westport matriarch, Neddie Rose hosted an evening filled with surf films on the big screen in the lounge and Aloha Danny on Hawaiian slack key guitar and the Pacific Northwest’s hottest surf band, the Manatees, in the main room. “The weekend was a solid representation of Northwest Surfing, Surfrider and our coastal legacy", said Kevin Ranker, Pacific Northwest Regional Manager for the Surfrider Foundation, "thanks to the participants, Op and dozens of Surfrider volunteer, the event raised critical support for our clean water programs and gave hundreds of surfer's a great weekend in Westport.” REI, Da Kine, Summit at Snoqualmie, Patagonia, Northwest Snowboards, Snowboard Connection, Cheka-looka Surf Shop and North By Northwest also sponsored the 2nd Annual Op Surfrider Foundation Northwest Clean Water Classic. Marine ecology, the health of the ocean, as well as social impacts and the political situation in which policy is formed, will be discussed. Presentations will be made by the Partnership for Interdisciplinary Studies of Coastal Oceans (Oregon State University), Surfrider Foundation, and Oregon Shores Conservation Coalition. The educational workshop will be held in the following coastal locations on these dates (all at 7 pm):

Adopted Hwy 101 Cleanup April 19th Hi all, The next clean up of our adopted section of Coast Highway 101 will be on Saturday, April 19. We will meet at the Moolack Beach parking area @ 4:00 PM. Bring your gloves and appropriate clothes. Please note the time change from past clean ups. This later start time is just after high tide, to allow for recreation time beforehand. Sunset isn't until 8:06 PM. This clean up marks the two year anniversary of our adoption. After the clean up there will be a potluck BBQ at my place. So bring something to toss on the grill, something to share, and stories to tell. If you'd like to bring a flying or surfing video we can slap it in the VCR. Hope to see you there. Cheers, Minutes from March 10th Portland Meeting Hi everyone, Portland had a successful meeting last night at the Lucky Lab and attached are the minutes. We have a recurring problem that although the venue draws in a large crowd, it gets very loud and is difficult to hear each other even with only 10-12 folks sitting around the table. If anyone has suggestions to remedy this please let me know - some options discussed were changing the day of the week or changing the location. Minutes available HERE. Orbach, Director of the Coastal Environmental Management Program at Duke University and Chairman of the Surfrider Foundation National Board of Directors speaking at the University of Washington. Michael K. Orbach will give a lecture entitled, "The Success of Fisheries Management" on Thursday March 6th from 4:30 - 5:30 at the UW ( 102 Fishery Sciences -auditorium) as part of the Bevan Series on Sustainable Fisheries. Abstract This presentation will argue that, from the point of view of governance and social process, marine fisheries management in the United States has been quite successful. Using examples of the evolving condition of the marine fisheries management and related policy structures in the U.S. since World War II, the argument will be made that the marine fishery policy process in the U.S. is growing and robust. This is especially true when viewed in light of activities in related sectors such as marine mammals and endangered species, oil and gas, and coastal zone management, and against the backdrop of heightened public awareness of marine fishery issues and the increased involvement of non-traditional fishery constituencies such as the environmental and food-service communities. Finally, the presentation will place fisheries in the context of the emerging trends in ocean policy generally, arguing that the increased treatment of marine fisheries as subject to prevalent historical human governance structures and principles-as opposed to a legitimate exception to them-is a mark of the success of fisheries management. 2nd Annual Northwest Clean Water Classic 2nd Annual Northwest Clean Water Classic - Presented by OP and Washington Surfrider Chapters On March 22-23, 2003, the Surfrider Foundation's Washington State Chapters will host the Second annual Northwest Clean Water Classic, a shortboard/longboard surfing competition in Westport WA. In addition to the surfing competition, there will be several events and activities for watermen and their families, including an evening of live surf music, and old and new surf films to be shown at the Islander. The entry fee for the Pro/Ammeter shortboard division is $50 and $35 for all other divisions. With your entry fee, you will be given s Surfider membership, t-shirt, and entered into the major raffle for surfboards, skateboards, wetsuits and gear. There is a shortboard Pro/Am with a $500 first prize, $100 second, and $50 third place cash prizes. There will be a men's (18-39) and Master's (40+) longboard division, women's shortboard AND longboard divisions. A juniors 12-17 division as well. All contest proceeds will go the to the Surfrider Foundation. The contest has permits for Westport Cove, Jetty, and Groins. Location will depend on conditions.
